OpenJDK Charter amended

As proposed in the recently-posted GB minutes [1] the OpenJDK Charter
was amended by Sun on 7 May 2008 so as to extend the term of the initial
Interim Governance Board by one year and to expand the GB from five to
seven Members, with four from outside Sun and three from within.
