OpenVMS svn+ssh problems

I am trying to access a repository on a linux box using svn+ssh.  I belive that I have all the private-key stuff resolved because I can SSH and SCP to the linux box without a password.  However, when I try to svn+ssh there all I get is

OpenVMS $ jsvn list svn+ssh://linux/var/svn/repo
Authentication realm: svn+ssh://linux
Username:
Password for 'linux' (leave blank if you are going to use private key):
Private key for 'linux' (OpenSSH format):
Private key passphrase [none]:
Port number for 'linux' [22]:


If I enter my username and password for 'linux' (clear text!) it works.  This, however, is unacceptable.
