Opening a .tar or gz file (VMAP1)

Hi,
In downloading a section of VMAP1 data, I get a gz file (tar).  I have been looking all over for ways to open this thing, and I can't seem to find one that works.  Some sites say to open it directly, but when I try this I am told it is an unrecognized format and am asked to select a program with which to open it.  Any suggestions would be great!

Essentially you need the OGDI driver:
http://www.gdal.org/ogr/drv_ogdi.html

This package should contain everything to open the VMAP0/VMAP1
files:
