PATCH: PR ld/13880: -Bsymbolic fails to handle protected function pointer

Function pointer equality doesn't work with -Bsymbolic.  This patch
checks SYMBOLIC_BIND before issuing an error for relocation against
protected function.  Checked into trunk.

Thanks.
