PECL account request for Windows Cache Extension for PHP

Hello pecl-dev team,

Kanwaljeet Singla, Venkat Raman Don and I are from IIS team at Microsoft and we have been working on developing the Windows Cache Extension for PHP (http://www.iis.net/extensions/wincacheforphp).

The Windows Cache Extension for PHP is a PHP accelerator that includes PHP opcode cache, file cache and relative path cache. Since we have released the beta of the extension, it has been very well received by customers who run PHP on Windows. Customers report on average 3X performance improvement with this extension.

We would like this extension to follow the existing PHP extension development and release process by hosting and maintaining the source code on pecl.php.net in the non read-only repository, just like any other PECL extension.

The source code for the extension is currently available here: http://www.iis.net/downloads/files/WinCache/wincache_v1.zip 

We have followed the PECL submission guidelines as per http://pecl.php.net/account-request.php, specifically:

1. The new BSD license is used for the source code and will be used for the binaries (http://www.opensource.org/licenses/bsd-license.php)

2. The code complies with the PHP coding standards

3. The documentation will be published in the official php manual on php.net.
