I'm not sure how that works really. There is a 'LICENSE' file that seems
to be GPL2. Some of the files are GPL2+ and the random generater is
Public Domain.
In any case, GPL2 seems to be the correct license. If you want to
release it as GPL2 or later, then you are free to do so.
I have added "or later" in the qid.h file in svn so there should be no
doubt in next release.
