People who per-order the starte will they get it on the Launch Date or no?

its possible, though they may ship it the day it comes out, meaning that you would get it a day or so later.

it depends on many things but i guarantee that if you dont live in the same town the make them or near it its gonna be at the very least one day. but also you have to take into account who did you order from, what type of mail did you order (same day shipping can cost up to $40 whereas the cheaper ones are like a week or two later), and other things like that.

I order it from ccgarmory and the reason I ask becuse I don't want to get it 2 days after the Launch Date and find out that all the codes are Invaild.

I do not think you need to worry about the codes being invalid.  Yes, someone could try to put in miscellaneous numbers/letters into the system, but there are billions of combinations, so I doubt that anyone would really be able to get the actual #s on the cards you purchase.
