Per-directory access controlIf there are no objections, I'd like to activate the updated
per-directory access control file shown at: http://svn.wikimedia.org/authz I've removed the restrictions on the release branches, as per Aryeh's comments. Instead only the wmf-deployment branch is restricted to a small group. The core/extensions split remains. The core access group is broad, and includes recently-added subversion users who expressed an interest in contributing to the core.
