Per-directory access control

Per-directory access control

If there are no objections, I'd like to activate the updated
per-directory access control file shown at:

http://svn.wikimedia.org/authz

I've removed the restrictions on the release branches, as per Aryeh's
comments. Instead only the wmf-deployment branch is restricted to a
small group. The core/extensions split remains. The core access group
is broad, and includes recently-added subversion users who expressed
an interest in contributing to the core.

It's my understanding that such a scheme would have reasonably wide
support.

I have no particularly strong objections at this point.
