Performance Sharing Program 2007

It's bonus time for 2008.  The PSP amount, since the program's conception, has been reduced every year and reevaluated as committees permit.  The data, establishing percentages and the goals has always been a mystery to me.  No matter how much work is done, obtaining these goals, the maximum amount of $2,000 seems to be unobtainable.  This year many of the percentages were very close.  It seems odd we never exceed or meet these goals, nor do the goals ever change.  The biggest money savings is attendance.  This goal in particular is most interesting due to the high dollar amount it represents.  According to Kaiser attendance costs millions.  Our goal was 27%.  We achieved 15.34% savings.  I'd like to use the following scenerio as an example.  I'm asked to lose weight with a goal of 10 pounds for one month.  I only lose six pounds.  Knowing the hard work, changing my diet and willpower to achieve the goal I recieve nothing.  No praise of appreciation, no recognition of my hard work up to and including no positive energy to continue losing weight.  So, for me personally, I'd gain weight.  It is apparent Kaiser has saved millions, from the small percentage achieved, yet we've recieved nothing... not even a "thank you".  Where is the incentive to achieve any of the goals? Lower the percentages or change the goals to be easily obtainable.  What is your opinion???
