Anyone with karma can help set up the podling. The reason it's
documented as being initiated by a mentor is to make sure that
"someone" is responsible.
But as long as you keep folks in the loop, go for it. One really good
way is to start with the mail lists and then use the lists for
communication while everything else is getting set up.
