Picard 0.10.0rc1

Hello,

after a few months, a new testing release of Picard (0.10.0rc1) has been
released. I actually wanted to call it just 0.10.0, but it includes some
bigger changes and the Windows installer uses a new version of Qt, so I
decided to make a RC and the final release next weekend, if no serious
bugs are reported.

I'd like to thank to Philipp Wolfer, Gary van der Merwe, Hendrik van
Antwerpen and everybody else who contributed to this release.
