Especially for plugins - yes. Stephen Conolly did a good job. There's also a
display-dependency-updates goal - however, here you have to keep a close
eye on the report. If the version does not follow the Maven strategy -x.y.z
or the metadata in the remote repo is incomplete or wrong, then the
reported versions are not really helpful (for XStream):
