I thought this list might be interested in a music content resolver I've been working on with some friends: www.playdar.org
It's not an XSPF resolver per-se, it's a generic music resolver which you can build web apps and other applications on top of. Playdar exposes a localhost HTTP API you can talk to from the web/apps and turns resolved content into localhost HTTP urls for accessing. Check the about page on the site for more information. Although there are binaries for win/mac, I recommend building from source if you're interested in the project. Development is moving along fairly quickly.
Someone has already put together a web app that does XSPF resolving for you if you have playdar installed: www.spiffdar.org
