Post NGS Style Guidelines

Hello members of the StyleCouncil!

With the work on NGS coming ever closer to a release, It's about time
we start cleaning up the style guidelines and updating them with the
changes NGS will bring.

I am actually a bit more ambitious, and want to update the style
guidelines not just with the new stuff from NGS, but I also want to
improve how they are structured, trim the fat and just in general make
them more friendly to new users.

I have devised a plan-of-action of sorts to go about this (with a
little help from #musicbrainz-devel, especially nikki).

Artist should explain the difference between Release artist and Track artist

I agree that Language indexes should be put in a separate page with a link from the "Detailed guidelines"

For the "Adding a new release" I suggest using 2 releases, one simple and one complicated (for example a compilation from a series)
