Private Standalone Jira installation not prompting for login

This Jira 3.13 instance is set to be private, and all access for the Anyone user has been removed.  But, if I provide a quick link to say create a new issue for a specific project, a user without login credentials doesn't get redirected to the login page.

How do I enforce all users to login to Jira before being able to access anything on the site?

I'm trying to setup Jira to not allow *any* anonymous browsing.

It works for me. When I use the quick link to create an issue (I am on 3.13.3), I get a screen prompting me to login (see attached).

Is that the default behavior?

What is the mechanism/settings/plugin that makes that happen?

In Global settings, General Configuration, Mode is set to Private.

.. and of course if they checked the "Remember my login on this computer" when they last logged in, it won't prompt them to log in again, although you might be able to over-ride by changing the Logout confirmation setting.

Okay, so I see the screen that you sent in the screenshot now if I logout and then try to follow a link directly to the create new issue page.  Thank you for your help Neal!

The reason I wasn't seeing this is that I had +one+ project that had the browse project permission enabled for the "Anyone" user.  Which all makes perfect sense, the problem is that I removed those permissions from the permission scheme for the project in question and the setting didn't take effect for about 15 minutes, or more.  This is a reoccurring problem with our installation.  In another case I had repeatedly enabled the "Delete Issue" permission for a individual user and the permissions scheme page reflected the changes, and yet the user could not see the delete issue link.  Another jira admin was looking at the permission scheme for the project and did not see the changes that I was seeing, he made the change and it went through.  It appears that we have a gremlin in our jira instance making life difficult for us.  Has anyone ever seen anything like this before?
