Problem with plugins in rc1, fixed in head

There was a problem with how bug rank is calculated in 1.3.9-rc1.

Andy Staudacher committed to fix to this that is now in head (thanks).  
If you want to test FindBugs with plugins, please test against head,  
or wait for rc2 in a day or so.

By the way, the way in which bugranks can be specified isn't yet  
documented or final. It might change significantly before being an  
officially supported capability.
