Proposal to move to new version of ill schema for Z39.50/ILL profile 1

There is a Z39.50 proposal (from Leif Andresen) at
http://www.loc.gov/z3950/agency/proposals/ill-schema.html
to replace illv4.xsd with illv5.xsd,  For Z39.50/ILL Profile 1: Profile for
the Use of Z39.50 Item Order Extended Service to Transport ILL Protocol
APDUs.  An XML schema has been defined in conjunction with this profile.
The proposal is to move to version 5 of that schema.
