QoS algorithm

Hi all,

Just want to check the logic of the QoS default classes. If the high
priority class is not using its full capacity for its "reserved %" that
this bandwidth will be reallocated to lower priority traffic?

i.e the reserved % does not reserve the bandwidth if it is not used
