Based on research I did in preparing to teach "Conducting a Safe Scout
Outing" at our council's University of Scouting, I would agree with Matt's
interpretation that starting in 2010 everyone needs a physical yearly. There
is a FAQ page on the national web site about the new medical form, see
http://www.scouting.org/scoutsource/HealthandSafety/Resources/MedicalFormFAQs.aspx that gives some additional insight. Might want to review the whole
site, but here's what I found on the question you asked.
On the need for a yearly exam
Q. How often will I need to renew/update my Annual Health and Medical
Record?
A. This form will need to be updated annually, just as many schools or
sporting leagues require an annual update. Many changes can happen
throughout a year, including changes in disease processes, medication,
address, and insurance.
Q. What is meant by "Annual" and "valid for 12 calendar months"?
A. If you complete your record on March 9, 2009, it will be valid through
March 2010, but you must complete a new Annual Health and Medical Record by
April 1, 2010. Please note that the 2010 National Scout Jamboree will have a
specific window when the record must be submitted.
On the fact that the old Class 2's were good for three years, there is a
specific Q&A, plus a related one on when the new form is in effect:
Q. When does the Annual Health and Medical Record go into effect? I am used
to the old form and would rather use it.
A. Transition and change can be exciting and easy, especially if it
positions the BSA for the future. Everyone should begin using the Annual
Health and Medical Record immediately. The existing stock of Class 1, 2, and
3 forms can continue to be used while supplies last in 2009. The only
supported form effective January 1, 2010, is the Annual Health and Medical
Record. Its use will be mandatory for the 2010 National Scout Jamboree.
Q. Can I still use my son's Class 2 medical form through 2009? It was
supposed to be good for 36 months.
A. Yes, if it is still current, unless your council, district, or unit
states otherwise. However, remember the Annual Health and Medical Record is
required for national Scouting events, including the National Order of the
Arrow Conference and the 2010 National Scout Jamboree, and needs to be in
place for activities after January 1, 2010.
Also, keep in mind that while TroopMaster is an excellent administrative
aid, it is up to the Unit to abide by the Guide to Safe Scouting. Since
TroopMaster is an unofficial administrative aid, you could always try
setting the date you track as the date of the physical as 31 Dec 2008 - and
then I think TroopMaster would show it as "expiring" on 31 Dec 2009 if
you're looking for an automated reminder.

The rule as I understand it is that even if there is one or two years left
on the form, that in 2010, the new form will be yearly. So that means that
every scout, adult, and staff person will need a physical once a year.
I will be happy to follow up on this, since we have alot of kids that fall
into that category, but I can tell you that my physical is no longer good
this year and it was only used twice.

now instead of every three years. But, the Class 2 medical form was good for
three years and Troopmaster reports that the scout needs to update his
medical to the new every year standards. Is there a way to adjust the
expiration date of a scouts need for a new physical when he still has one
year left on his class 2???
