That error is kind of a catch all that means there's a problem with the installation. Usually it means the database isn't set up right or your roller-custom.properties file isn't configured correctly.
The first place to check is the roller-startup.log (I believe that file is in the root of your webapps directory if you're running tomcat). Can you post what's in that log file?
