I occasionally see this issue. I think it has to something to do with files being updated. I know that on occasion I have seen this problem when running a build in a command prompt and that the problem seemed to go away when the build has completed. However, I have seen the problem when I have no build going on. It is my belief that something else is updating/changing files. Somehow I think there is some interaction between Windows Explorer and TSVN that is causing the highlight and that it is related to files updating/changing. I must also point out that I had this problem years ago on a computer that did not have TSVN. In this case I believe it was related to a CD-ROM drive the company I worked for OEMed and some software the was installed with the CD-ROM software.
