Thanks for the suggestion. They were already in that directory (ie. ANT_HOME/lib).

In fact, when I look at the java.class.path after loading Antelope I can see both
C:\Progra~1\Utilities\apache-ant-1.7.1\lib\junit-4.3.1.jar;
C:\Progra~1\Utilities\apache-ant-1.7.1\lib\ant-junit.jar;
