It is there mule-modules-spring-config.
I mean in both the releases it is in mule-modules-spring-config.jar

Mule *does not* depend on spring. It's only one of the number of ways to
configure it (e.g. there's a Guice module in Mule 3.x), but if you ask, check
mule-modules-spring-config.
