REST uri for creating new segments?

What would be the REST uri to create a new segment?

I tried uri's like:
http://localhost:8080/opencrx-rest-CRX/org.opencrx.kernel.admin1/provider/CRX/segment/Default/createAdministrator

with admin-Root as user, but keep getting 403 Forbidden.
I guess I miss something in the URI.

The documentation gives several examples on how to determine the uri's
for REST-calls on segments, but I have no clue on how to determine
more advanced (admin-Root?) REST-uri's.
How can I translate the UML scheme to a REST uri?
