u can try;

Sun's XML instance generator
http://www.xml.com/pub/r/1267

or IBM's much older one

http://www.alphaworks.ibm.com/tech/xmlgenerator

depends on how you want to depend the structure

also you can investigate sql based methods as most databases can be
exported to xml (ex.
http://www.benjaminkeen.com/software/data_generator/)

so does anyone know where this is at now?

I'm expecting it has gone wherever the MultiSchema validator and
various Relax-NG technologies are at.

Yes, which is at http://msv.dev.java.net/ and it's called xmlgen.
You probably need a tool that can bypass the SSL errors though.

You can try http://www.xml-benchmark.org/ which we found useful to
generate Gb files for testing DeltaXML on large data sets.
