Rayures: Velocity integration and other goodies for Stripes

Rayures[1] is a plugin for Stripes that I've been working on to integrate
Velocity[2] along with several conveniences to make developing with Stripes even
more enjoyable.

The plugin is still a work-in-progress, but it's decent enough for a test-drive
and I'd sure appreciate some feedback, so check it out and let me know what you
think.
