Hi,

the ipaq 3950/3970 cradle has a USB _and_ a serial (COM1/COM2) connector,  
and I use the serial one and
a terminal-program (TeratermPro or Hyperterminal)
If you don't have this equipment, I highly recommend to buy a special  
serial hotsync cable.
(have a look at ebay,  5-8 $/euros)

The other way with a CF-Card in a CF-Card-Jacket works for me too:
you need 3  files:
1. opie-xyz.jffs2, 2. reflash.ctl, 3. md5sums

content of reflash.ctl:
opie-xyz.jffs2 md5sums root

content of md5sums:
9dbc2ca02b77647c86e4199d85a43958  opie-xyz.jffs2

the file md5sums will be created by doing like this:
md5sum opie-xyz.jffs2 > md5sums

Flashing the new system:
Press middle of joypad + softreset --> bootloader-screen appears on ipaq
push record button, select the image-file, when highlighted push  
record-button (at the side,left
above)
Flashing is starting ..... (duration of this procedure about 3 - 7 minutes)

Now you can start the new image by pushing the button 'iTASK' --> Boot  
FlashROM
