I imagine it's an extra qual for those who want to prove how good they are, like one of mine who passed CET6 while at high school.

My comment:
that would definitely be interesting to know about. I have heard of this in theory and have never met any student who took a TEM oral English test. I guess that would be examined by Chinese teachers anyway and therefore not necessarily up to international standards, perhaps... I wait with (almost) bated breath...
