Back when I was a teenager in high school a friend of mine and I tried the same basic thing. We reported a local cop, in writing, for a bunch of stupid behavior.
The next day he was directing traffic as it left our school and as we rode by he held up our report to show us that he knew who we were and that we had reported him.
Bastards.
