Interestingly, title capitalization definition is incoherent. It says:

Title capitalization is when every word in a sentence, statement,
phrase, or label are capitalized except for certain words. Capitalize
all words except for:

Prepositions having less than five letters, (e.g. "for", "in", "with" or
"to", but "From" or "Under")
"""

"From" is less than five letters, so it should not be capitalized,
except it is given as an example of capitalized prepositions...

Except it uses the word "but" which kind of implies that they are
different from the other examples, supposedly explaining why they are
capitalized..either way, that excerpt needs to be modified to make it
a little more clear I think, it's rather confusing/ambiguous, and
could really be interpreted many ways..

In this case I think "but" was intended to be used like this:

<a rule>, e.g. <words matching rule>, but <words not matching rule>.
