Could trolling/flaming thing be solved by e.g requiring some reputaion level to get write access to the papercut (creating and commentig)(does notapply to mods and devs)?
Lets say we set a minimum of ~5-10 rep points to create a papercut and 2-5 for each comment. So the third comment would require 6-15 points, 10-nth 20-50 pionts etc.
This would also emcourage people to help solve other user issus on the formus -otherwise you wont get write access.
One thing is needed - encouraging all forum users to give rep point for helpful fellows. Shouldn't be that hard :)

About the idea itself,
I probably was not the last one thinking about such thing :D
No.1 thing that could help to get better results would be to have 1st post in the tread editabe to everyone, similary like gDocs. This would mean the idea description ir up to date to the comments - devs wont have to read 3 pages of disucussions)
Since most issues are in the UI/UX, for ususbality issues the most difficult task is to even develop workabe mockup, since there could be more than one way to solve the problem. Updating the actual idea with different solutions gives those solutions more exposure, compared to being burried in 25th comment.
