Indeed, though it had to get there from the top of the volcano. ;-)
We know that the highest point of the roller coaster is 155', and the
top of the volcano is significantly below that.  Not exactly ground
level, but neither are the tree tops, nor the white smoke blowing from
the top of the volcano (from whence the ring purportedly came).
The roller coaster also comes up over the rim of the volcano, which
would seem to necessitate that a smoke ring ejected from the mouth of
the volcano would be interrupted by the rollercoaster tracks,
seemingly preventing the perfect ring seen over the park, with no
trail of dark smoke, from being possible... especially if it were
breezy near the top of the volcano.
