it's when generating quadtile maps, then buildmap_osm repeatedly
opens and closes a new db file -- see buildmap_osm_process_tiles().
the symptom was that i was getting "invalid line index", but not
if i processed the tile giving the error all by itself -- only
when i processed a whole sequence of tiles.
