Mark,

I'm ignorant as far as general Eclipse plug-in behavior goes and a novice at SVN. Do you mean that Subclipse may be setting the decoration correctly and then something else is overriding it? Here's a list of my installed Eclipse software. Do you see anything that I can safely remove (that may be causing the problem)?

  CollabNet Merge Client
  Eclipse IDE for C/C++ Developers
  JNA Library
  Subclipse
  Subclipse Integration for Mylyn 3.x
  Subversion Client Adapter
  Subverions JavaHL Native Library Adapter
  Subversion Revision Graph
  SVNKit Client Adapter
  SVNKit Library

FYI, There was no JavaHL available after I installed Subclipse, so I had to do the following under Preferences>SVN,  to get it working

  I unchecked "JavaHL: Commit across multiple projects atomically"
  Under SVN Interace, I selected "SVNKit (Pure Java)"

Perhaps that is a clue.
 
I have searched online for information regarding that decoration using a number of different keywords, but without success. Of course, sometimes it's just a matter of stumbling across the right keyword...
