It means that a) you are not using trunk, where it works and b) that
CyclicReference is used inside the compiler for a few different things
that unfortunately are not distinguished when it comes time to print the
error. It is not uncommon for "illegal cyclic reference" to be telling
you something quite different from what it sounds like.
