You almost certainly *did* have cpp installed.
On Ubuntu, for instance -
$ dpkg -S `which xrdb`
x11-xserver-utils: /usr/bin/xrdb
$ apt-cache show x11-xserver-utils | grep Depends
Depends: cpp, libc6 (>= 2.7-1), libice6 (>= 1:1.0.0), libsm6,

This smells like a packaging bug to me, but with no X maintainer it's
not one that's likely to be fixed, I suppose.

oops .. so all i need to do is look for the package called "cpp" in setup.exe and install that?
