I don't think so because we haven't released 1.4 yet and actually Mark
Leslie committed some recent changes to 1.4 branch I believe to fix minor
issues with ST_NumPoints as well as the additional compound curve bug I
mentioned.

This on checking 1.4RC1 have not hit 1.4RC1, so 1.4RC1 can not simply be
upgraded to 1.4.0.
I think the changes are small enough though that we don't need another RC
unless notes from the field say otherwise.
Note: How far off are we from SQL-MM as far as curved support is concerned?
I thought the compound curve in curve polygon was the last big ticket item
to reach compliance.
