One more problem: whentrying to forward a report to another adress (user) its also not working

i have a problem with block report feature. When sending a request with my own adress in mail body i get a report with all blocked mails in it - works like expected. Filling in the mail adress of another user i also get the report, but its empty and i have only the gif for resending a mail as an attachment (ATT39110.gif). In the mail body is only a line xxxx lines analysed in 4 logfiles on host xxx. I tried it with different users, always the same problem. When i generate the report from blockreportfile its the same effect: for my own adress ok, all other users empty. Anyone with the same effect?
