It is used to store configuration information by those applications
which use it. Essentially .config is preferable to every app using
their own .app file (which can become very disorganized). These files
are not removed when you remove an application because they are not
created by the package itself. If there is an app in there you no
longer have installed, you can also remove its configuration if you
like, same for an app which you would like to have reset to an
unconfigured state.
