We use an Apache-like process for committers. When we see that someone has contributed a lot to the project (via patches, helping on the mailing list, etc.), a developer will nominate them to become a committer. Then the other developers vote on it and if the vote passes, they're granted committer rights.
tibi has done quite a bit of work in JIRA to contribute patches, hence the reason I think he would be a valuable committer. ;-)
