In my experience you need to use a Folder to get Finder to Apply To
Enclosed:
- put Client 2004.8 in Folder
- Get Info on the Folder
- Unlock and set Permissions to Read Write
- Choose Apply To Enclosed Items from the pulldown with the app-gear icon

Or you can use a utility like BatchMod...
