Hi Michael,
This may not be robust enough for your needs but I just use a regex for
scheme://host/path URIs/IRIs. If it matches, it's a URI:
(/^[^:\/?#]+:\/\/[^\.\/\/\#]+\.[^\.\/\/\#]+[^\/\/\#]*\//)
This is based on the one in the POWDER Grouping spec [1].
