This has been a long-standing problem in PDE, but nobody appears to have filed a bug. So I recently filed

"Package does not exist in this plug-in" errors with extension bundle
https://bugs.eclipse.org/bugs/show_bug.cgi?id=371829

Haven't a clue how fix it though :-/
