We have been told the game uses the "Rule of Two". You can not have more than 2 of the same cards in your deck. Also it's not 'Ultra Rare' cards, it cards marked as "unique" (unique cards will have "Unique" printed on them). You can only have 1 of these in your deck instead of 2 like the others. Just because a card is ultra rare, does not mean it's unique.

Maxxor and Chaor could never be placed on the same team because they can not be placed on mixed tribe battle teams.

With the rule of 2, you would never be able to use 10 of the same locations or 20 of the same attacks. You also have what we think is limits on building your attack deck, you can read more about that in this thread.
