well I figured that it came with a copy of Arcpad, its just kind of pricey at $1500 for App Builder (minus 1 license of ArcPad that's still a grand).
With Desktop ArcGIS you can develop extensions with no extra cost other than your development software. In the case of ArcPad app builder, I think you still need development software (like VS or Borland, etc.). Unless the app builder is allowing stand alone applications which use the dll's from Arcpad without additional licensing fees.
