Hi, welcome :)

Read http://tuxpaint.org/docs/html/EXTENDING.html with special attention
on the brushes chapter and on where are located the files

The steps to fix sould be:
identify the filename of each of the two brushes
open both with Gimp
See which one is easiest to modify to avoid similarity with the other
Modify it, test it and commit to cvs or submit here or at the
sourceforge bug report.

I gess that only reordering the "sparkles" brush is enouth...
