I'm looking for a functionality to import CSRs from an external source,
i.e. POSTing the values form an external site to openCA 1.1.1. Handling all
POST steps (through "Server Certificate Request" / "PKCS#10 PEM formatted
Request Upload Form") seems nearly impossible programatically, so is there
an external API for that task or could I insert database values on my own,
and if so, which ones?

For fully automated CSR submission/cert retrieval you may want to look into
the SCEP interface (Cisco's Simple Certificate Enrollment Protocol).

Also take a look at the SSCEP client for example: http://www.klake.org/~jt/sscep/
