A rich man's game is a game in which the best players tend to be the ones who can buy (or convince their parents to buy) all of the really rare, powerful cards. I think he believes that the powerful cards in Chaotic won't have weaknesses to exploit.

Also, luck is a big part of any TCG, because every TCG I know of involves drawing from a randomized deck. The key is to make your own good luck and build a solid deck that gives you what you need without giving you too much (you need enough lands in Magic or weak, saccable creatures YuGiOh in order to play more powerful cards, but you need to be careful that you don't put too much in, otherwise you get mana flooded or stuck with an army of pathetic creatures hoping you'll draw something good next turn). I think the same principle applies to Chaotic: you need good attacks, but to use them you need to include weaker attacks, which you then must balance out with your mid-range, 1 BP attacks.
