I am responsible for keeping track of nights camped for our scouts, as
well as for the adults in the troop. We present awards at 25 nights, 50
nights, etc. The nights must be under the stars or in tents.
We also allow new Scouts to include nights camped as Webelos Scouts, but
not Cub Scouts.

I have found little in writing for this. if your camping awards are troop
and not BSA then counting Webelos nights may not be an issue....
BUT......
The nights camped as a Webelos CANNOT be counted toward rank. Tenderfoot,
Second Class, and First Class each have a requirement that specifies troop
camping.
Tenderfoot # 2 Spend at least one night on a _patrol_
(

(
http://meritbadge.org/wiki/index.php/Troop) campout. Sleep in a tent you have helped pitch.
Cub Scouts including Webelos are not in patrols. Boy Scouts form patrols.
( A Patrol is a group of Boy Scouts who belong to the same _troop_
