I have worked with and administered Confluence for a few years, and have ideas about how this type of mirroring might be accomplished.  Off the top of my head, I'd say you could mirror the database from a dump nightly or even weekly, and then just toggle the write permissions for everyone but the admins on the mirror.  Once you've done that, you could customise the header to add a note about the fact that it's a mirror and point them to the master site for updates.  I believe all of this could be accomplished with an unattended restore and a few SQL queries.

I'd be happy to help if you find yourself in a position to explore the mirroring concept further.

Firstly, I want to let everyone know that we are still actively working
on the various reports of connectivity issues with Sakai
Jira/Confluence. I want to reassure everyone that we are working with
Peter Knoop and the Sakai Foundation in finding the best solution to
this on going problem.

Second, I want to stress once again that we cannot troubleshoot this
problem if the we are not receiving reports of the problem. Although a
few of us that support Sakai Jira/Confluence are actively on the
"sakai-dev" list, the proper email addresses to report Sakai
Jira/Confluence problem are:

1. jira-admins@...
2. confluence-admins@...

It would be great if you can provide at least the basics of your
problems and some data:

1. Your physical location (i.e., UC Berkeley, Berkeley, CA, USA)
2. Your connection speed/type (i.e., DSL or 100MB/s or wireless or dial-up)
3. Date and time of the connection problem
4. Symptoms or error page as a result of the problem
5. Frequency of encountering the problem

Finally, I have been tracking every reported instance of this issue (in
both sakai-dev and the above email addresses) since August 2008 (when UC
Berkeley took over the hosting of Sakai Jira/Confluence). I can honestly
say that less than 20 (and more like 12 or so) people have reported an
issue with connecting to Sakai Jira/Confluence.

I understand that this is an issue that has a long history and that many
users have "given up" on reporting this issue and basically just assume
that the service does not work; however, this is also contributing to
the lack of concrete data for UC Berkeley to troubleshoot this issue as
well as a feedback mechanism to help us work with users to pinpoint the
problem.

As for any discussion of "mirroring Confluence in Europe", I have not
heard of any plans. Off the top of my head, two major obstacles are who
is going to host it and how do we sync the data. Also, without knowing
why we are having network connection problems (and this issue is not
isolated to the users in Europe), it is unlikely that such an effort
would actually resolve the issue to everyone's satisfaction.
